After the completion of Hachioji project in 1996, this approach was adopted by many local governments. After evaluation of several models, the PWRI of Japan recommended the use of SHEr model for such assessment, The ARSIT NGO implemented such projects for local governments such as the IZUMI river basin which has undergone rapid urbanization from 1955 to 1996 as shown in the figure.
